My child is born on 1 Jan 2007. I understand that I have a choice of registering him this year or next year. Is this correct?
No. Under the Compulsory Education Act, children born between 2 Jan 2006 and 1 Jan 2007 (both dates inclusive) have to be registered in the 2012 Primary One Registration Exercise for admission to Primary One in 2013. If you wish to defer your child's entry into Primary One, you would have to write in to Compulsory Education Unit for approval.

What are the objectives of getting all primary schools to operate in single-session?
The objective of having all primary schools operating in single session is to provide schools with more time and flexibility in organising the school day to achieve a more holistic education.

2.
What are the benefits of single-session primary schools?
School leaders have shared that going single session would provide them more space and flexibility in organising their school day. For example, all pupils, including lower primary pupils, would be able to benefit from Co-curricular Activities (CCAs) or other holistic learning activities in the afternoons without fear of disturbing classes. It would also allow teachers to use the classroom environment to achieve learning outcomes more fully, if they are no longer constrained by having pupils from different sessions sharing the same classroom.
In addition, single-session primary schools would facilitate teachers in coming together for professional sharing. Teachers from all levels can interact and learn from one another to raise the level of instruction, and improve teaching strategies.

When will all primary schools operate in single-session?

MOE targets to facilitate the transition of the majority of government primary schools to a single-session model by 2016. Government-aided schools will be given more flexibility in their transition timeline, as they have to take into account stakeholders' concerns.

All race changes, whether to singular or double-barrelled race, will have to be approved by ICA, and parents are required to execute a Statutory Declaration before a Commissioner for Oaths (COA). Parents can proceed to the Citizen Services Centre, Level 3, ICA Building, where ICA officials are trained to assist with race change applications.

What are the registration procedures for Primary One?
Parents registering their children under Phase 1 are not required to go to the school as applications will be done through the elder sibling in the school. The registration of a child under Phase 2A(1) to Phase 3 is to be done at the school of choice by the parent or by a person authorised by the parent in writing. You may download the Letter of Authorisation (73kb .pdf).
The registration process involves the completion of a simple application form. The school will register the child, issue an acknowledgement slip and at a later date inform the parents by post of the result of registration.

My child is not a Singapore Citizen nor Singapore Permanent Resident and is born between 2 Jan 2006 and 1 Jan 2007. Can I register my child during the 2012 P1 Registration Exercise?
Yes. You can register your child in Phase 3. Balloting will be conducted in Phase 3 if the number of applications exceeds the number of places available. For non Singapore Citizen / Singapore Permanent Resident children who have not been able to obtain a place at their school of choice after the Phase 3 balloting, MOE will post the child to a suitable primary school with vacancy. The posting outcome will be released to the parent a month after the balloting. MOE posting is final and no appeals will be entertained. Schools will also not entertain any walk-in applications. What are the guidelines to be used for balloting when the number of applications exceeds the number of vacancies from Phase 2A(1) to Phase 2C Supplementary?
With effect from the 2012 Primary One Registration Exercise, should the total number of applications exceed the number of vacancies for each phase from Phase 2A(1) to 2C Supplementary, priority will be given in the order of (1) children who are Singapore Citizens (SCs), followed by (2) children who are Singapore Permanent Residents (PRs). If the number of applicants within each category exceeds the number of vacancies, balloting will be conducted according to the home-school distance category in the following order of priority.
- Children living within 1 km of the school of choice.
- Children living between 1 km and 2 km of the school of choice.
- Children living outside 2 km of the school of choice.

If School A has 80 vacancies for a particular phase and 90 applicants(see table below), how will the places be allocated?
All the 75 SC children will be admitted first. The remaining five vacancies will then be allocated to the PR children based on home-school distance in this order of priority - home and school distance is (1) within 1km, (2) between 1km and 2km and (3) outside 2km. In this example, the 10 PR children living within 1km from the school will ballot for the remaining five vacancies.
3.
If School B has 70 vacancies for a particular phase and 85 applicants (see table below), how will the places be allocated?
The SC children within 1km will be admitted first. The SC children living between 1km and 2km will also be admitted. Thereafter, SC children living outside 2km will be considered. The 7 SC children living outside 2km will ballot for the remaining 5 vacancies. The PR children are unsuccessful without balloting.
| Home-School Distance | Singapore Citizen | Permanent Resident | | < 1km | 40 | 5 | | Between 1km and 2km | 25 | 8 | | > 2km | 7 | 0 | | Total | 72 | 13 |

What are the guidelines to be used for balloting when the number of applications exceeds the number of vacancies for Phase 3?
Balloting will be conducted within the school premises and priority will be given in the following order:
- Children who are Singapore Citizens.
- Children who are Singapore Permanent Residents.
- Children who are not Singapore Citizens or Singapore Permanent Residents.
Within each of the above categories, balloting will be conducted if applications exceed the number of vacancies. For categories (a) and (b), balloting will be conducted according to the order of priority based on the home-school distance category for Phase 2A to 2C Supplementary. For category (c), priority will first be accorded to a child with a sibling already in the primary school. Thereafter, balloting will be conducted regardless of home-school distance.
For non Singapore Citizen / Singapore Permanent Resident children who have not been able to obtain a place at their school of choice after the Phase 3 balloting, MOE will post the child to a primary school with vacancy. The posting outcome will be released to the parent a month after the balloting. MOE posting is final and no appeals will be entertained. Schools will also not entertain any walk-in applications.

What is the OneMap system and how does MOE determine the home-school distances?

The system has been put in place by both SLA and MOE to determine the home-school distance categories used in the annual Primary One Registration Exercise. MOE determines the reference point of the school for the home-school distance calculations based on the school's original layout.
